Local Law 152 Gas Inspection with Con Ed Operator Qualified (OQ) NYC Licensed Master Plumber
Beginning July 27, 2026, all certifications and other transactions related to Local Law
152 of 2016 will be submitted in DOB NOW: Safety, instead of through the online portal. The online portal will not be available after July 24, 2026. Submissions cannot be made on July 25 and July 26, 2026.
The sooner a Notice of Deficiency is addressed, the easier it is to resolve. Ignoring the notice can lead to additional enforcement actions, delays in compliance, or civil penalties if the required certification is not ultimately submitted.

Local Law 152 inspections may be performed by:
A New York City Licensed Master Plumber (LMP); or their employee who is a registered NYC Journeyman Plumber and possesses a valid Worker Wallet Card with the gas piping inspector qualification.
The additional training, worker wallet card, and journeyman registration requirements apply to employees performing the inspection under the direct and continuing supervision of the Licensed Master Plumber.
In February 2026, Local Law 152 gas inspections were updated to include commercial tenant space.If your building has any stores, restaurants, or other commercial units, those areas must also be inspected. Dwelling units (residential apartments) are still exempt from the inspection.
